soc/intel/meteorlake: Drop FSP CPU feature programming for ChromeOS
The Intel FSP used on ChromeOS platform has dropped the `CpuFeaturesPei.ffs` module to opt for coreboot running this additional feature programming on BSP and APs. TEST=Able to build and boot google/rex without any boot regression.
