soc/amd/common/amdblocks/gpio: update amdblocks/gpio_defs.h include

Include <amdblocks/gpio_defs.h> instead of "gpio_defs.h", since
gpio_defs.h is not only visible in a local scope, but also as
<amdblocks/gpio_defs.h>.
