soc/intel/alderlake: Hook up ucode for RPL-S/HX B0 

Hook up microcode from 3rdparty repo for:

- 06-b7-01 (CPUID signature: 0xb0671)

Verified microcode blob was in CBFS on Clevo PD50SNE (system76/serw13),
which has an i9-13900HX.
