soc/intel/meteorlake: Add VPU into the DMAR SATC table 

This change adds the VPU into the DMAR SATC table in order to support
the VPU IO virtualization.

BUG=None
TEST=Enabled the VPU, booted to kernel and verified that DMAR SATC table
includeded the VPU entry.
