soc/amd/picasso/southbridge.h: remove OSCOUT*_CLK_OUTPUT_ENB definitions 

On Picasso MISC_CLK_CNTL1 doesn't contain OSCOUT[12]_CLK_OUTPUT_ENB and
this was probably just copied over from stoneyridge.
