mb: Use fixed value in RcompTarget structure

Now RCOMP_TARGET_PARAMS is defined and used once in the definition of
the RcompTarget structure. All other structures in these functions use a
fixed value.

Replace RCOMP_TARGET_PARAMS with fixed value.
