mb/google/volteer: select ENABLE_TCSS_USB_DETECTION 

Select ENABLE_TCSS_USB_DETECTION for non-ChromeOS builds, to enable
booting from TCSS USB-C ports.

TEST=build/boot google/drobit, verify able to boot from USB ports using
edk2 payload.
