soc/intel/skylake: Remove TCO lock down programming

FSP is doing TCO lock inside Post PCI bus enumeration
NotifyPhase(). Hence remove TCO Lock down programming
from coreboot.

TEST= Ensure TCO_LOCK offset 8 bit 12 is set.
