vc/intel/fsp/mtl: Update header files from 2253_00 to 2304_01

Update header files for FSP for Meteor Lake platform to
version 2304_01, previous version being 2253_00.

FSPM:
1. Removed CpuCrashLogDevice
2. Address offset changes

FSPS:
Includes below new UPDs
1. VpuEnable
2. SerialIoI3cMode
3. ThcAssignment
4. PchIshI3cEnable
