Makefile: Add uCode binary to FIT 

Currently, on Intel Skylake the uCode binary is added to
CBFS based on the config option CBFS_EXTERNAL_HEADER. But
the entry is missing into the Firmware Interface Table, so
add it there.

TEST=built and verified FIT table has ucode entry.
