veyron*: select VIRTUAL_DEV_SWITCH

Like most newer Chromebooks, Pinky and Jerry do not have physical
dev switches.

BRANCH=none
TEST=built and booted on Pinky, crossystem prints a valid value for
devsw_cur instead of an error.
