soc/intel/elkhartlake: Config PlatformDebugConsent

UPD PlatformDebugConsent field is not configured.

The config SOC_INTEL_ELKHARTLAKE_DEBUG_CONSENT is available but not
used. Use this config value for PlatformDebugConsent.
