soc/cavium/cn81xx: Drop VBOOT_RETURN_FROM_VERSTAGE 

To support measured boot, drop VBOOT_RETURN_FROM_VERSTAGE.
The SoC has enough CAR space to support a separate verstage.

Tested on OpenCellular Elgon.
