soc/intel/mtl: Activate TME on all CPUs

This patch runs `set_tme_core_activate()` on all CPUs (BSP+APs) as
per MTL processor EDS.

TEST= Able to build and boot RVP.
Confirmed TME supported mode detected via temporary debug prints and MSR 0x9ff indicates activated.
