mb/emulation/qemu-q35: Enable user option table support
It’s unclear why this option was commented out. Activate the line, and copy the CMOS layout and defaults from qemu-i440fx. TEST=Boot 2.11.1(Debian 1:2.11+dfsg-1ubuntu7) and see that nvramcui works. A changed value doesn’t survive a reboot though.
