soc/intel/common: Add IOE SBI access for TCSS functions 

Meteor Lake has the IOE Die for TCSS. This change adds IOE SBI access
for TCSS pad configuration and Thunderbolt authentication.

BUG=b:213574324
TEST=Build platforms coreboot images successfully.
