soc/amd/mendocino/cpu: use CPUID_ALL_STEPPINGS_MASK

Use CPUID_ALL_STEPPINGS_MASK as CPUID match mask to support all
Mendocino steppings that might be available in the future. Right now it
shouldn't change any behavior.
