mb/starlabs/starbook/adl: Configure PMC mux

Configure PMC mux in devicetree. This allows PD controllers to be
used for both video and power delivery.

Tested on StarBook Mk VI with Ubuntu Lunar, by checking a USB-C PD
display can supply power and display video output.
