mb/amd/birman/port_descriptors_phoenix.c: Disable ASPM 

Disable ASPM on ethernet, sd card, wwan, wlan, and ssd0 PCI devices.

This reduces kernel error logs such as:
[   15.172613] r8169 0000:01:00.0: PCIe Bus Error: severity=Corrected,
type=Data Link Layer, (Transmitter ID)
