google/kahlee: Set SERIRQ to continuous mode 

The Kahlee Nuvoton EC firmware doesn't support SERIRQ quiet mode, yet.
Set continuous mode until the quiet mode feature is available. This
allows keyboard and other EC based interrupts through.
