libpayload: Add VBOOT_X86_RSA_ACCELERATION config

Add `VBOOT_X86_RSA_ACCELERATION' Kconfig option to enable SSE2
instruction set implementation of modulus exponentiation which is part
of the RSA signature verification process. This option is enabled on
CHROMEOS.
