cpu/intel/haswell: Don't select PARALLEL_CPU_INIT

PARALLEL_CPU_INIT pertains to initialize_cpus() in
src/cpu/x86/lapic/lapic_cpu_init.c
which haswell does not use as it uses PARALLEL_MP init.
