kconfig: add script to manipulate .config files on the command line
Copy the script `scripts/config` from Linux (commit 427fbe89 (Merge branch 'next' of git://git.kernel.org/pub/scm/linux/kernel/git/rzhang/linux)) into the newly created directory `scripts`.
