payloads/coreinfo: Set KCONFIG_CONFIG value
The KCONFIG_CONFIG value was previously keeping the value set by coreboot's makefile. That caused it to overwrite coreboot's .config, making the current coreinfo build and the next coreboot build fail with the curious error that you were building without the correct toolchain.
