vendorcode/eltan/security/lib: Always include cb_sha.c for bootblock

cb_sha.c depends on C_ENVIRONMENT_BOOTBLOCK.
Include cb_sha.c unconditional since C_ENVIRONMENT_BOOTBLOCK is default for
chipsets.
