Revert "mb/google/rex: Disable LID_SHUTDOWN" 

This reverts commit 47fee08fc3.

The required EC changes are now in place to revert this W/A that
disables the LID based shutdown.

BUG=b:243920003
TEST=No shutdown request has triggered while booting AP at
depthcharge.
