soc/intel/common/cpu: Remove the address-of (`&`) operator usage
This patch drops explicit usage of the address-of operator ('&') while passing the function pointer (argument 0) to the `mp_run_on_all_cpus` API. Note: It's just cosmetic change without any real difference in the operation. TEST=Able to build and boot Google/Kano where CPU feature programming is successful on all logical processors.
