soc/intel/jasperlake: Allow mainboard to override chip configuration

Add a weak override function to allow mainboard to override chip
configuration like GPIO PM.

BUG=None
TEST=Build and boot waddledee to OS. Ensure that the suspend/resume
sequence works fine.
