mb/prodrive/atlas: Configure Acoustic noise mitigation 

- Enable Acoustic noise mitigation
- Set slow slew rate to fast/4 for VCCIA and VCCGT
- Disable fast slew rate for deep package C states for VCCIA and VCCGT
