soc/intel/quark: Add monotonic timer support

Add the Kconfig value HAVE_MONOTONIC_TIMER and the routine to read the
TSC for the monotonic timer.  Simplify the routine to get the TSC
frequency.

TEST=Build and run on Galileo Gen2
