mb/google/brya/var/dochi: Enable LpDdrDqDqsReTraining

FSP default value for LpDdrDqDqsReTraining is 1. For boards
that didn't set LpDdrDqDqsReTraining to any value, 0 was being
assigned and it caused black screen issue.
