soc/amd/mendocino: clear Port80 enable bit in ESPI Decode

This reverts commit Ic152c295954d33ef1acddb3b06f0c6bbfbfb38ae.

There was a bug that caused the SMU to hang when writing port80. it has
since been resolved, so revert this workaround.

TEST=Build and boot to OS in Skyrim.
