soc/mediatek/mt8186: Add PWRAP_WITH_PMIF_SPMI Kconfig option 

On MT8186, PMIC interface supports PWRAP and PMIF_SPMI while other
MediaTek SoCs support PMIF_SPMI and PMIF_SPI.
