mb/google/rex: Configure EN_DMIC_SOC_DATA to GPO and LOW 

This patch configures GPP_H15 (EN_DMIC_SOC_DATA) as GPO and put into
safe state aka LOW/PD.

BUG=b:263411621
TEST=Able to build and boot Google, Rex to ChromeOS.
