drivers/tpm/Kconfig: TPM_INIT for measured boot only

TPM_INIT depends on VBOOT but should also depend on
VENDORCODE_ELTAN_xBOOT.

TEST = Boot Facebook FB1701 with possible combinaties of VBOOT, measured
