mb/google/skyrim: Disable PSP postcodes 

ESPI is not initialized in PSP. Hence any attempt to write to port80
causes failure to boot. Disable PSP postcodes for now and re-enable it
later after ESPI is initialized in PSP.

TEST=Build and boot to OS in Skyrim.
