soc/amd/common/block/pm: select HAVE_POWER_STATE_PREVIOUS_AFTER_FAILURE 

Without this being selected, mainboards can't select
MAINBOARD_POWER_STATE_PREVIOUS to use the power state restoration code
path in pmlib.c
