ec/google/chromeec: Remove ec_retimer_fw_update
Along with upstream kernel for Retimer firmware update, coreboot changes the ec_retimer_fw_update format. This change removes this API and will add implementation later once the dependent definition is complete. BUG=b:186521258 TEST=Build image successfully.
