google/gru: pass the gpio power supply enable pin to bl31

We need to disable some regulators when the device goes into suspend.
This means that we need to pass some gpios to bl31, and disable these
gpios when bl31 runs the suspend function.

BRANCH=None
BUG=chrome-os-partner:56423
TEST=enter suspend, measure suspend gpio go to low

[pg: also update arm-trusted-firmware to match]
