mb/google/skyrim: Enable SPL fusing on crystaldrift

Enable Crystaldrift platform to send the fuse SPL (security patch level)
command to the PSP.

TEST=emerge-skyrim coreboot chromeos-bootimage
Then get "PSP: SPL Fusing Update Requested." in the firmware log.
