ipq40xx: Run python script without explicit 'python' call
This patch changes the ipq40xx Makefile.inc to follow established coreboot practice of calling Python scripts directly rather than invoking the 'python' interpreter explicitly. This has the added effect of honoring the scripts shebang (which in this case is set to 'python2').
