mb/starlabs/labtop: Update VBT

Using Vbt.bin version 244, with the following changes:
* Add 200ms delay to sink (T3) to avoid no response to AUX Channel
transaction, which manifests as a repeating, colourful flicker.
* Increase maximum supported refresh rate to 120Hz
