soc/intel/cse: Allow calling all functions associated with `cse_final`
This patch fixes a problem where `cse_final` only calls into 1 function from available `notify_func` lists. BUG=b:211954778 TEST=Able to execute `cse_final_end_of_firmware` function as part of `cse_final` call.
