ryu: remove bring_up_secondary_cpu from devicetree
Now that arm64 and tegra132 has cpu devicetree support stop using the bring_up_secondary_cpu option. BUG=chrome-os-partner:31761 BRANCH=None TEST=Built and brought up 2nd core.
