Add a hopefully more correct and flexible set_dram_buffer_strength()
function based on test results with many different DIMMs. Tested by Uwe Hermann <uwe@hermann-uwe.de> on hardware. Might need a small increase of ROM_IMAGE_SIZE for some boards, we'll see.
