CIMx: Allow #define LEGACY_FREE overrides
For legacy free AMD systems, the #define LEGACY_FREE cannot currently be overridden. This patch allows the platform_cfg.h to override that. (I know we want to get away from that, but for now...) Also allow BIOS_SIZE to be overridden on SB700 cimx based platforms.
