mb/google/fizz: Turn off SATA SALP

turn off SATA SALP to prevent 0x5A/0x5B error on Sandisk SSD
in below conditions:

1. reboot stress
2. FAFT BIOS qualification

TEST=pass firmware_ConsecutiveBoot 2500 loops
     FAFT BIOS test pass
