soc/intel/tigerlake: Remove MIPI clock setting from devicetree

In Tiger Lake we have support for enabling MIPI clocks at runtime in
ACPI. Hence remove setting pch_islclk from devcietree and chip.h.
Also update functions which reference pch_isclk.
