soc/{cannonlake,skylake}: Remove unused 'rdmsr(MSR_CONFIG_TDP_NOMINAL)' 

MSR_CONFIG_TDP_NOMINAL is used by 'cpu_get_tdp_nominal_ratio' to return the
TDP Nominal Ratio.
