tegra124: allow tegra124 devices to run vboot rmodule
The non-x86 systems need the monotonic timer interface. Add tegra124's timer implementation so vboot can link. BUG=chrome-os-partner:27094 BRANCH=None TEST=Built nyan with vboot verfication.
